Baker Birikujja
National Personal Data Protection Director, Personal Data Protection Office, Uganda
Baker Birikujja is a legal, regulatory, and compliance leader with over a decade of experience, including more than five years at senior management level, spanning data protection, IT regulation, and cyber security. He is the National Personal Data Protection Director of Uganda’s Personal Data Protection Office, where he leads nationwide strategy, enforcement, and coordination under the Data Protection and Privacy Act, Cap. 97.
His earlier career at the National Information Technology Authority, Uganda (NITA–U) included serving as Manager Legal Services, and Legal Officer, Regulation and Compliance. In these roles, he provided regulatory oversight of the national certification of companies and individuals providing IT products and services in Uganda. He also advised on the legal and cyber security implications of cloud services, and Government-wide IT systems.
Baker represents Uganda in high-level policy and regulatory forums, including the Global Privacy Assembly, the Africa–Asia AI Policymakers Network, the African Union Data Governance Committee, and the East African Community Data Protection Harmonisation Technical Working Group. He co-authored the Uganda chapter of Wolters Kluwer’s Privacy and Technology Law (2021) and contributed to the AI Policy Playbook for Africa and Asia (2025).
He holds dual IAPP certifications, Certified Information Privacy Professional/Europe (CIPP/E) and Certified Information Privacy Manager (CIPM), and the Fellow of Information Privacy (FIP) designation. Baker earned his LLB from Uganda Christian University, a Post-Graduate Diploma in Legal Practice from the Law Development Centre, and a Professional Award in Complaints Handling and Investigations from Bond Solon.
