Brief Profile – Baker Birikujja
Baker is a lawyer of over nine years’ experience in data protection and information technology regulatory compliance. Currently, he serves as the Manager of Compliance and Investigations at Uganda’s data protection and privacy regulator, the Personal Data Protection Office (PDPO), where he is responsible for the management of regulatory activities including investigations, monitoring compliance by organisations and individuals with Data Protection and Privacy Act, 2019 and relevant laws and its enforcement.
Before assuming his current role, Baker held the position of Manager of Licensing and Legal Affairs at the same organization. In this capacity, he oversaw the licensing function of the Office that resulted in the registration of over 2,000 data controllers and processors with the PDPO. Additionally, Baker spearheaded initiatives to increase awareness of the Data Protection and Privacy Act across more than 200 organizations.
Previously, Baker worked as Manager of Legal Services at the National Information Technology Authority, Uganda (NITA-U), where he monitored and mitigated potential legal risks associated with the implementation of national e-Government projects. He also led the team that developed and implemented the consumer protection framework for consumers of technology products and services in Uganda.
Baker has also worked at the Chief Magistrate's Court at Mengo, where he supported the implementation of a project to efficiently handle civil claims.
He actively participates in numerous continental regulatory and policy-making groups focusing on data protection and information technology regulation. Baker’s involvement includes the Africa-Asia Artificial Intelligence (AI) Policymaker Network, and the African Union Data Policy Framework Implementation Working Group.
Baker is a Fellow of Information Privacy, accredited by the International Association of Privacy Professionals (IAPP). He holds certifications in European Data Protection law (CIPP/E) and as a Data Protection Manager (CIPM), alongside a professional award in complaints handling and investigations from Bond Solon.
