Priscilla Mutebi

Commercial Lawyer and Data Protection Officer, Uganda

Priscilla Mutebi is a highly experienced commercial lawyer with 16 years’ post-qualification experience. She has a combined 13 years’ experience as a Company Secretary at Eaton Towers Uganda Limited and Huawei Technologies (Uganda) Co. Ltd. She is also a Board Advisor to the Data Privacy Association of Uganda, Prison Gates Chaplaincy Mission Chaplaincy (part of her probono service to indigent prisoners), a community school- Esukanesi Memorial Primary School and her residential condominium association.

Priscilla has particular experience in the following areas:

  • National Telecommunications and ICT Infrastructure: advising on and negotiating a wide range of commercial and technology agreements in Uganda, Rwanda and Burundi including: infrastructure co-location, network infrastructure, digital transformation and software license agreements.
  • Compliance: process adaptation to emerging regulatory and practice needs including data protection, cyber security and sustainability. Tactical engagement of key stakeholders – the staff, management, Board, Shareholders, suppliers, customers and regulators which has ensured horizontal and vertical organizational compliance and business continuity.
  • Training and knowledge share: her go-to risk management tool. She was able to bring the litigation count down from 13 cases to a maximum of two at any one time by aggressively learning the business, conducting risk assessments and applying this knowledge to skill herself and skilling internal and external stakeholders with process, policy and statutory knowledge. She has spearheaded better awareness amongst the human resources, which has led to personal responsibility for actions and significantly minimized organisational risk.
  • Change management: she is the legal counsel and company secretary of Huawei Technologies (Uganda) Co. Ltd. She has advised the Board and Management on the legal obligations a technology company on corporate governance and supported compliant business continuity through trade restrictions and a pandemic. She is also a Board Advisor to a community school and prison service Ministry.
  • Community Service: Priscilla believes applied knowledge is power and further to volunteering on the aforementioned Boards; she is an advisor to her family’s businesses; she has shared knowledge and trainings to students and business communities through numerous forums including: Top 100 SME Forum; Annual Technology Symposium, Mastercard Foundation, Uganda Communication Commission’s National Communication Conference, Makerere University, Uganda Christian University and The Mentorship Class.

She contributed to the review Uganda’s Domestic Violence Act, through Forum for African Women Educationists (FAWE) and advised FAWE on data protection compliance and to the data protection compliance program of International Justice Mission as a fellow.

Priscilla is an Advocate of the High Court of Uganda with an LLB from Makerere University, an MBA from Edinburgh Business School and is CIPP/E qualified.

She loves God, friends, family, travel and swimming.  She also has a penchant for learning: she recently completed a three months’ training with Journey to the Boardroom.
