Dr. Alfons Witbeen Director, Africa Peer Review Mechanism (APRM) National Secretariat

Dr. Alfons Witbeen is a seasoned public sector professional with over 25 years of experience in various capacities within the Government of the Republic of Namibia. He currently serves as the Director of the African Peer Review Mechanism (APRM) National Secretariat in Namibia, where he leads initiatives aimed at promoting good governance, policy coherence, and sustainable socio-economic development.

Dr. Witbeen holds academic qualifications in Paralegal Studies, a B-Tech in Human Resources Management, a Master’s Degree in Public Policy, and a Doctor of Philosophy (PhD) in Economics (National Development). His multidisciplinary background combines legal understanding, human resource management, economic analysis, and policy formulation, enabling him to approach governance and development challenges with both strategic and practical insight.

His research interests span the areas of education, poverty alleviation, governance, economics, and public policy. He has contributed to several national and regional initiatives focusing on institutional reform, social development, and evidence-based policymaking.

Dr. Witbeen is widely recognised for his expertise in governance, economics, and public policy, and continues to advocate for policies that promote inclusive growth, accountability, and sustainable development in Namibia and across the African continent.
