Teki Akuetteh is an ICT/Telecom Lawyer, a Privacy/Data Protection Consultant and Senior Partner at a law firm based in Accra, Ghana. She is also the Founder and Executive Director of the Africa Digital Rights Hub, a member of the UN Global Pulse Privacy Advisory Group, and a non-resident fellow of the Center for Global Development. Previously, Teki has worked for the Government of Ghana in the development of several key legislations for the ICT sector including the Data Protection Act, 2012 (Act 843), Electronic Communications Act, 2008 (Act 775), and Electronic Transactions Act, 2012 (Act 772). She was also the first Executive Director of the Data Protection Commission of Ghana. Dr. Sena Dei-Tutu is a lecturer at the University of Ghana law School where she has taught since August 2015. Her areas of research and expertise are Public International Law, Gender Justice,Security Sector Reform and Data governance.
Together with the Africa Digital Rights Hub, she is spearheading the establishment of an Africa Centre of Excellence on Data Governance and Digital Rights at the University of Ghana School of Law. She is also the co-editor of the book “African Data Protection Laws” which book investigates data protection and data governance development on the African Continent.
She is currently working as the legal consultant for Data Pop Alliance on a GIZ, Smart Africa sponsored program aimed at developing a Data strategy for Ghana.

Brief Profile – Baker Birikujja
Baker is a lawyer of over nine years’ experience in data protection and information technology regulatory compliance. Currently, he serves as the Manager of Compliance and Investigations at Uganda’s data protection and privacy regulator, the Personal Data Protection Office (PDPO), where he is responsible for the management of regulatory activities including investigations, monitoring compliance by organisations and individuals with Data Protection and Privacy Act, 2019 and relevant laws and its enforcement.
Before assuming his current role, Baker held the position of Manager of Licensing and Legal Affairs at the same organization. In this capacity, he oversaw the licensing function of the Office that resulted in the registration of over 2,000 data controllers and processors with the PDPO. Additionally, Baker spearheaded initiatives to increase awareness of the Data Protection and Privacy Act across more than 200 organizations.
Previously, Baker worked as Manager of Legal Services at the National Information Technology Authority, Uganda (NITA-U), where he monitored and mitigated potential legal risks associated with the implementation of national e-Government projects. He also led the team that developed and implemented the consumer protection framework for consumers of technology products and services in Uganda.
Baker has also worked at the Chief Magistrate's Court at Mengo, where he supported the implementation of a project to efficiently handle civil claims.

Stella is an international trade lawyer keen on digital trade and data governance. She recently graduated from the World Trade Institute (WTI) in Bern, Switzerland, where she pursued a Master of Advanced Studies in International Law and Economics. Her Master’s thesis, ‘Setting the negotiating agenda for the AfCFTA Protocol on Electronic commerce: A legal perspective’, received the ‘Thomas Cottier’ award for best thesis for 2022. Before her studies at the WTI, Stella obtained an LL.M. in International and European Law from the Institute for European Studies at the Vrije Universiteit Brussels (VUB) in Brussels, Belgium. Serge worked at Microsoft for 14 years, serving in various roles starting as Intellectual Property (IP) Lead for Africa, where he led high-level engagements and Programs in IP Policy and Enforcement. He also held the Legal and Corporate Affairs Manager position for West and Central Africa and was responsible for advising the regional Leadership Team on Legal, Compliance and Institutional affairs.
Before joining Microsoft, Serge worked as a Trade Law Adviser for the International Trade Center/World Trade Organization in Switzerland, the European Commission and British American Tobacco in Nigeria and across West and Central Africa.
Serge holds an LLM in International Trade Law and Policy from the University of Pretoria in South Africa and a Postgraduate Degree in European Trade Law from the University of Amsterdam, The Netherlands. Data Protection Commissioner, Republic of Mauritius
Mrs. Drudeisha Madhub was appointed Data Protection Commissioner of the Data Protection Office of Mauritius since August 2007. Prior to her appointment, she was Senior State Counsel at the Attorney General's Office for six and a half years.
She is a respected member of various international networks such as Association Francophone des Autorités de Protection des Données Personnelles (AFAPDP), Réseau Africain des Autorités de Protection des Données Personnelles (RAPDP), Global Privacy Enforcement Network (GPEN), Common Thread Network (CTN), the Council of Europe, and United Nations Global Pulse.
She was appointed as data protection and human rights expert by Interpol and a member of the Commission for the Control of Interpol’s Files from 2011 to 2018 with the specific function of judging data protection and human rights issues in Interpol’s cases. Mrs. Madhub was appointed UN Emeritus expert, joining the UN Global Pulse Data Advisory Group in 2014 to provide expert advice on data protection.

Samuel Bartels is a lawyer who specialises in Information Privacy, Telecommunications, Media, and Technology law. He has extensive experience and insights on Regulatory compliance and Government stakeholder management and public policy strategies and is currently the Senior Manager for Regulatory and Government Affairs at MTN Ghana where he also pioneered the office of Data Protection Officer; having previously worked with Vodafone Ghana as a Regulatory and Government Affairs Specialist. He also lectures on technology and telecoms regulation at the Ghana Technology University College (GTUC).
He combines privacy advocacy and public policy on various issues including best practices for deployment of technologies, with championing freedom of expression. He has been part of discussions to shape Ghana’s strategy for the adoption of AI and other new technologies and is also passionate about leveraging digital literacy to address internet safety. Kholofelo Kugler is a PhD Fellow in the project Trade Law 4.0 at the University of Lucerne, Switzerland. She is an experienced international trade lawyer who is currently on sabbatical leave from the Advisory Centre on WTO Law in Geneva, Switzerland to pursue her research interests in digital trade. She has advised, litigated on behalf of, and provided capacity building/technical assistance to developing countries, LDCs, regional and international organizations, as well as private companies in the area of WTO law and digital trade law. Kholofelo is also a Visiting Fellow at the Law School of Wits University in Johannesburg, South Africa. She holds a Bachelors degree in Economics and International Politics, an LLB degree, a Masters degree in International Law and Economics, and an LLM degree.
